If you don't know how to swim, DO NOT GO BOOGIE BOARDING. You will be fine to go in to maybe your knees, but there are occional waves that are big and can knock you down. It is better be safe than sorry. As for Newport Beach, I go there about every weekend. The sand slopes gently so you can walk in about as far as you feel comfortable.
