Why are acid neutralizing capability and acid strength not the same?

Example: in order of strength, these acids are from strongest to weakest Nitric, Oxalic, Acetic. But their ability to neutralize NaOH, from greatest to least, is Oxalic, Acetic, Nitric. The big question is WHY? Apparently examining their structures can be helpful, but I am very lost. If you have ANY ideas at all, please leave them, any little thing about this topic (neutralizing power of acids) it is totally new to me. Thank you so much, again, specifics or any general knowledge at all would be helpful.
