Does Yahoo have a forum to report fraudulent websites?

If Yahoo had a place where fraudulent websites could be listed, it would help people help themselves. I am not asking for an "internet police force". All I am asking is if Yahoo has a forum for listing fradulent websites. Just designating something as "spam" doesn't help anyone but yourself. I think that if there was a site or fourm where such places are listed would help everyone. "Caveat eperator" is all fine and good, but a site/forum on Yahoo would help the general public manage their sites. There is an Irish-based website that is not affiliated with Yahoo. That's why I wonder why Yahoo doesn't.
